TOMS RIVER — Operation Brain Freeze is underway in Toms River.
As part of the initiative, now in its eighth year, children under the age of 17 who are seen by Toms River police wearing helmets while riding bikes will be rewarded for obeying the law.
If an officer catches a child wearing a helmet while riding, they will be arrested and ticketed, said Jillian Messina, media relations specialist for the Toms River Police Department.
“The ticket is actually for a free ice cream cone at one of our local stores. Scan the QR code on the ticket and it will show you all the participating stores locally. When the kid leaves, the whole family leaves, so it also benefits the stores,” Messina said.
Kids might not think it’s cool to wear a helmet while riding a bike, but Messina said it’s extremely dangerous not to, so this program rewards them for good behavior.
The program was started by Highway Safety Officer Adam Koeppen who approached Chief Mitchell Little to express his desire to do something for the children and for the community. Koeppen continues to run the program.
Last year, about 1,200 tickets for free ice cream were distributed by.
“When they catch a child, they say thank you for obeying the law and for being a good child. Thank you for obeying the law and we are proud of you,” Messina said.
For kids who don’t wear a bike helmet when riding, Messina said the officer will explain to them the safety of wearing one. Kids are then encouraged to don helmets so the next time they get caught, they’ll receive a free ice cream certificate.
According to Messina, a few years ago, some agents at Toms River bought bicycle helmets for children who could not afford them.
Messina said the program is a great way for officers to engage with the community, adding that kids are used to seeing cops at their schools, camps and at various events around town, so for the most of them are very comfortable with officers. .

- McDonald’s, 371 Route 37 East, Toms River, NJ
Messina also expects more ice cream parlors to board this summer.
“Our goal is to have a great relationship with the community because it builds trust on both sides. You give respect and you get respect,” Messina said.
The program runs until September 5.
